BA Global Talent is supporting the U.S. International Development Finance Corporation (DFC) in the search for three qualified professionals to join a dynamic team as Federal HR Staffing Specialists. In this role, you will provide HR Specialist-level support to a U.S. federal development finance organization that mobilizes private capital to advance economic growth, critical infrastructure, and opportunity in emerging markets. You will support Federal staffing, recruitment, onboarding, personnel action processing, hiring action tracking, reporting, and coordination across HR systems and stakeholder groups.

Responsibilities:
• Provide technical Federal HR staffing support for active and pending hiring actions in accordance with applicable laws, regulations, Office of Personnel Management guidance, agency policies, and established procedures.
• Track hiring actions from recruitment initiation through onboarding completion, including job analysis, vacancy announcements, qualifications and eligibility reviews, certificate issuance, selection, tentative and final job offers, security milestones, Entry on Duty dates, and onboarding closeout.
• Use USA Staffing to review, update, and maintain staffing and onboarding records; generate reports; and track applicant, certificate, eligibility, qualification, and final hiring status information.
• Support USA Hire assessment processes by monitoring assessment milestones, coordinating status updates and applicant notifications, and reconciling assessment information with related hiring actions.
• Code and track Federal personnel actions in the Federal Personnel and Payroll System using the Guide to Processing Personnel Actions, including accessions, conversions, promotions, reassignments, and other staffing-related actions.
• Create, update, monitor, and close Workforce Transformation and Tracking System tickets or comparable Federal HR workflow items, including assigned owners, due dates, pending actions, case notes, and completion dates.
• Coordinate with HR staff, hiring managers, selectees, security personnel, onboarding teams, and other stakeholders to obtain information, resolve missing documentation, and maintain progress on time-sensitive hiring actions.
• Monitor active, pending, delayed, on-hold, overdue, and at-risk actions; document follow-up activity; and escalate unresolved issues or conflicting information to the appropriate Government official.
• Prepare accurate weekly, monthly, and ad hoc staffing reports, dashboards, trackers, workload updates, leadership briefings, and data-call responses.
• Reconcile information across USA Staffing, USA Hire-related processes, FPPS, WTTS or comparable systems, and internal trackers to identify missing, incomplete, or inconsistent data.
• Support onboarding coordination, including required forms, start dates, Entry on Duty preparation, orientation information, equipment requests, system access, security and suitability milestones, and completion status.
• Protect personally identifiable information and sensitive applicant, employee, onboarding, security, and personnel action data in accordance with Federal and agency privacy, security, and records-management requirements.
Qualifications:
• 5 years of relevant Federal HR staffing experience supporting Federal recruitment and staffing operations.
• Current Delegated Examining certification, with proof available upon request. This certification is mandatory for Delegated Examining-related assignments; training, equivalent experience, or alternate documentation will not be accepted as a substitute.
• Recent hands-on experience with Federal recruitment, staffing, onboarding, personnel action processing, and end-to-end hiring action tracking.
• Hands-on experience using USA Staffing and demonstrated familiarity with USA Hire assessment processes.
• Hands-on experience with the Federal Personnel and Payroll System and coding Federal personnel actions using the Guide to Processing Personnel Actions.
• Experience using the Workforce Transformation and Tracking System or a comparable Federal HR workflow, ticketing, transaction, or workload-tracking system.
• Working knowledge of Federal staffing laws, regulations, policies, Delegated Examining requirements, and Office of Personnel Management guidance.
• Strong reporting, dashboard, tracker, data-reconciliation, and workload-management skills, with exceptional attention to accuracy and completeness.
• Ability to maintain at least 98% accuracy across reports, trackers, systems, and documentation, with 100% accuracy for critical candidate, position, announcement, offer, security, and Entry on Duty data.
• Strong written and verbal communication skills and the ability to coordinate effectively with hiring managers, selectees, security teams, HR colleagues, leadership, and other stakeholders.
• Ability to work independently with minimal supervision, manage multiple priorities, meet evolving deadlines, and perform effectively in a fast-paced Federal HR environment.
• Ability to handle confidential and personally identifiable information with discretion and comply with applicable privacy and security requirements.
• Must be a U.S. Citizen.
Location: Washington, DC
Work model: On-site (hybrid or remote, subject to Government approval).
Schedule: Monday through Friday, 8:15 AM to 5:00 PM ET, including a 30-minute lunch period. Some flexibility may be required for urgent hiring actions, meetings, or time-sensitive onboarding needs
Contract duration: Six months, with the possibility of extension
