BA Global Talent is seeking a highly experienced On-site Manager of Product Development in Boca Raton, FL, to support large-scale tolling and mobility technology initiatives. This role will lead product development efforts for electronic toll collection systems, prepaid account platforms, and customer-facing digital services used daily by millions of travelers across Florida. The selected professional will work closely with engineering teams, government stakeholders, and third-party vendors to drive product delivery and long-term system performance.

Responsibilities:

• Own and manage the end-to-end product development lifecycle: planning, requirements definition, development, launch, and continuous improvement.

• Define and maintain the product roadmap for electronic toll collection, prepaid toll programs, license plate-based billing systems, and related customer platforms.

• Coordinate across engineering, IT infrastructure, operations, and vendor teams to ensure delivery against product and business requirements.

• Oversee system integrations between tolling hardware, payment platforms, account management systems, and data processing infrastructure.

• Ensure product scalability, reliability, and security across a high-volume, always-on environment.

• Support and manage procurement activities, including RFQ and RFP processes for new technology solutions.

• Maintain compliance with state IT governance standards, transportation regulations, and data security frameworks.

• Define and monitor KPIs for product performance; lead continuous improvement cycles.

• Manage schedules and resources across all phases of development.

• Mentor and lead a cross-functional team including supervisors, project leads, and technical staff.
  
  Qualifications:

• 7+ years in product management, program management, or enterprise systems development.

• Proven track record managing technology products in government, transportation, or similarly regulated environments.

• Solid understanding of SDLC and Agile methodologies, API integrations, enterprise system architecture, and vendor management.

• Experience with electronic toll collection, transportation technology, or smart mobility systems.

• Familiarity with prepaid account platforms or payment processing systems.

• Background in public sector procurement (RFQ/RFP).

• Proven ability to lead enterprise-level initiatives and cross-functional teams.

• Strong stakeholder management across government and technology sectors.

• Excellent written and verbal English communication skills.

• PMP, Agile, or Product Management certifications preferred.

• Candidate must be a U.S. resident or US citizen.

• Candidate must be based in Florida.

Schedule: Full-Time, 100% on-site, 5 days per week. No hybrid or remote options available.
