Program Manager (FDOH)
BA Global Talent is seeking an experienced on-site Program Manager in Florida to support initiatives at the Florida Department of Health (FDOH). This role is critical to ensuring smooth program operations, strong coordination across stakeholders, and consistent service delivery in alignment with departmental requirements.
You will provide senior-level program management services for the development of new and existing functionalities required to support the Tobacco Free Florida Cessation Interventions health systems projects and technical solutions including the Tobacco Free Florida AHEC Cessation Tracker (TFFACT), E-referral hub/functionality, Florida Clean Air Act system (FCAA system), as well as the Quitline. This position requires a high level of accountability, organization, and the ability to step into a regulated public-sector environment while maintaining flexibility and responsiveness.

Responsibilities:
Upon issuance of a Purchase Order (PO), provide qualified Program Manager services that meet or exceed contractual requirements. Notify the Department Contract Manager of any vacancy within one business day and ensure replacement staffing within two weeks.
Develop Department Cessation program strategies and high-level program plans that support business cases and BTFF-wide initiatives, as directed.
Conduct monthly meetings with Department staff to assess status, advise on systems change efforts, and support implementation across targeted health systems.
Facilitate monthly meetings with leadership and staff from each Area Health Education Center (AHEC) program office, including at least one in-person meeting every three months. Document meeting dates and locations and submit with invoices.
Participate in regular coordination calls with the Department’s Quitline vendor to identify and resolve cessation, systems, or interface issues.
Engage with Department evaluators and integrate evaluation findings and recommendations into system change initiatives.
Coordinate collaboration between Cessation staff and other Department sections, including State and Community Interventions and Health Communications.
Assess and document potential impacts to tobacco cessation efforts related to:
Health and Human Services (HHS) reorganization
Health industry associations and alliances
Professional associations and societies
Voluntary health organizations
Identify, document, and distribute relevant national and state health policy trends affecting health system operations, financing, or tobacco cessation efforts.
Collaborate with Department leadership, BTFF programs, and healthcare and business leaders to communicate strategy and prioritize health systems and IT solutions.
Develop and maintain comprehensive lists of Florida healthcare systems and provider groups, including hospitals, FQHCs, clinics, behavioral health centers, health plans, physician organizations, and ACOs, including required organizational and technical details.
Engage healthcare systems and provider groups to assess readiness and willingness to participate in systems change initiatives.
Identify and support health systems change champions within healthcare organizations.
Coordinate with local, state, and federal agencies and organizations (including FDOH divisions, AHCA, DCF, DOEA, CDC, NIH, HRSA, SAMHSA) to facilitate systems change.
Work with major Electronic Health Record (EHR) vendors (e.g., Epic, Oracle/Cerner, Meditech, AllScripts/Veradigm, NexGen, AthenaHealth, eClinicalWorks) to support e-referral integration.
Facilitate meetings with Department staff, AHECs, healthcare organizations, and IT vendors to support enhancements to BTFF systems, including TFFACT, e-referral solutions, FCAA, and Quitline systems.
Lead or support orientation, training, mentoring, and health systems change education for Department staff and Tobacco Treatment Specialists.
Coordinate with Department staff to develop program documentation and user manuals.
Requirements:
25+ years of experience collaborating with healthcare providers, including hospitals, FQHCs, clinics, behavioral health organizations, health plans, physician groups, and ACOs.
20+ years of experience coordinating with local, state, and federal organizations to support health systems change.
10+ years of experience implementing and coordinating healthcare information technology solutions.
10+ years of experience facilitating health systems change training initiatives.
20+ years of experience leading systems change efforts in healthcare environments.
10+ years of experience in healthcare financial management.
3+ years of experience incorporating evaluation findings into systems change initiatives.
10+ years of experience working with health plans and payer organizations.
25+ years of experience with health system structures and principles of systems change.
10+ years of experience identifying and documenting national and state health policy trends.
15+ years of experience in partnership development and relationship management.
15+ years of experience in program development and process improvement.
10+ years of experience in strategic planning.
15+ years of experience with healthcare technology systems, including cessation-related solutions.
3+ years of experience supporting tobacco cessation initiatives and systems.
10+ years of experience leading teams and managing enterprise-level programs in healthcare settings.
10+ years of experience in project and program management focused on healthcare and systems change.

Schedule: M-F, 9 AM to 5 PM
