Data Analytics Associate (DFC)
BA Global Talent is seeking an experienced Data Analytics Associate professional to provide direct support to the Office of the Chief Executive (OCE). As a Data Analytics Associate, you will be responsible for conducting analyses on data of DFC’s historical and current pipeline transactions to help set and track annual planning metrics and targets. Your role will involve maintaining a critical database, supporting the yearly planning process, and serving as an innovator to drive agency success through specialized expertise in data management and analytics.

Responsibilities:
Data Governance and Management:
Support the establishment of a Data Governance Framework, including the development and implementation of policies that establish a single source of truth for data and enable data access, privacy, and compliance with regulatory standards.
Improve data discovery and sharing by building and maintaining a comprehensive data inventory, establishing data dictionaries for authoritative systems, and implementing metadata standards.
Catalog all DFC data assets, including location, access methods, and standards compliance.
Improve and monitor data quality and integrity by mapping data lineage, identifying and addressing data quality issues for frequently reported metrics, and establishing KPIs for data quality (e.g., accuracy, completeness, timeliness).
Establish a Data Maturity Benchmark by conducting annual assessments to measure progress.
Data Architecture and Analysis:
Maintain and regulate a critical database of historical and current pipeline transactions, incorporating multiple data sources throughout the agency.
Support data architecture development by helping to define how data is collected, stored, organized, and integrated across DFC systems.
Identify and ingest all relevant data sources across the organization.
Leverage data science techniques and automated jobs to process and clean data.
Deploy data automation tools for routine reporting and analytics.
Perform analyses to support DFC’s yearly process to set annual planning metrics and targets, and track these metrics throughout the fiscal year.
Data Culture and Strategy:
Foster a data culture that enhances collaboration, accountability, and data-informed decision-making.
Develop a Data Literacy Program by providing tiered training tailored to staff roles, answering user questions, and creating on-demand resources like e-learning modules and user guides.
Promote data as a strategic asset by sharing success stories/case studies and incentivizing data innovation through awards.
Encourage collaboration by establishing data communities of practice and leveraging collaboration tools for real-time insight sharing.
Prepare data insights and briefing materials for senior leadership and agency-wide use, including dashboards, reports, and decks.
General Duties:
Respond to all internal and external requests in a timely and professional manner, ensuring email correspondence and phone calls are answered within two business days.
Carry out other related duties as assigned in support of the Office of the Chief Executive (OCE) and broader agency needs.
Qualifications:
Must be a U.S. Citizen and have the ability to obtain and maintain a Public Trust clearance.
The position shall have a minimum of a Bachelor’s degree in economics, mathematics, business, finance, or a related quantitative field.
The position shall have at least 3 years of experience in a related finance or consulting field, including impact investing, development or emerging market finance, investment, or business advisory services, or management consulting.
Data science and analytics, including advanced Excel, Tableau, and database querying skills; data architecture, data governance, and management; knowledge of financial performance and impact measurement; knowledge of strategic planning and target setting.
Preferred experience: Knowledge and skill in formulating and recommending new policies, processes, or strategies.
Ability to communicate with skill both verbally and in writing.
Ability to establish and maintain an effective and cooperative working relationship with representatives internally and externally to DFC.
Schedule: 09:00 am to 05:45 pm; 40 hours/week expected.
On-Site: Washington, D.C. Hybrid work available 2-3 days/week once a telework agreement is in place.
Engagement Length: 12 months.
